Wherever the words 103.7 WDBR/CAPITOL RADIO GROUP (including radio stations WYMG, WDBR, WQQL, WTAX, WLFZ and WABZ) appear in these rules, they include the business entity to which the station is licensed, and any member companies, parent corporations, and affiliates; Saga Communications of Illinois, LLC and its sole member Saga Communications, Inc.
Methodology:
Beginning on Monday, June 30, 2014 at 12:01am, listeners will be able to begin submitting pictures of their babies to wdbr.com through our Babes of Summer page. Listeners will have until Sunday, July 6, 2014 at 11:59pm to submit photos. Only one picture may be submitted of each baby. Listeners may begin voting on Monday, July 7, 2014, at 12:01pm and may vote for their favorite baby until Sunday, August 3, 2014 at 11:59pm. To participate in voting you must become a registered user through uPickem. The baby with the most votes at the end of the voting period will be the winner of the contest. Winner will be announced on the WDBR Morning Show with Dylan and Smerz between 6:00am and 9:00am on August 4, 2014, and will be notified by telephone. Winner will receive a Visa gift card with a retail value of $500.00. Winner will be chosen from the eligible baby photo that has the most votes. If two babies end up with the same amount of votes, both babies will be put into a random drawing to select the winner.
Listeners can vote an unlimited number of times during the voting round. In order to submit a vote, listeners must make a $1.00 donation to Children’s Miracle Network. Each vote is one (1) dollar (i.e. ten (10) votes would be $10.00). Some credit card processing fees may apply. Listeners will be prompted to enter their credit card information when they submit a vote. If an entrant receives irregular votes from the same user or users, including but not limited to, votes generated by a robotic, programmed, script, macro, other automated means or other source, WDBR reserves the right to disqualify the entrant in its sole discretion. A maximum of 500 votes per day per registered user will be allowed throughout the voting period.
Photo submissions must be done by a parent or legal guardian of the child who is at least 18 years of age or older. Photo being submitted must be owned by the individual submitting it. Prize will be awarded to the parent or legal guardian of the winning photo. Babies in the photos must be 24 months old or younger (this does include any babies that are 24 months and 29 days old but babies 25 months or older are ineligible to win).
Qualifying/Grand Prize:
103.7 WDBR/CAPITOL RADIO GROUP will award the following prize(s): the one photo with the most votes will win a $500 Visa gift card
Legal/Restrictions:
All contestants must be 18 years or older and permanent residents of the state of Illinois and have a valid form of identification.
All contestants must live or work in the 103.7 WDBR listening area to be eligible to win.
All 103.7 WDBR General Contest Rules (attached) apply, and all decisions of 103.7 WDBR are final.

U PICK EM GENERAL CONTEST RULES
No purchase necessary. One valid entry per contestant.
You must be 13 years of age or older at time of entry to be eligible for this contest. This contest is void where prohibited by law.
Winners will be notified by email. If a winner is unreachable after seven (7) days, or if that winner is unavailable for prize fulfillment, an alternate winner will be selected. If WYMG cannot find an eligible winner for the prize, that prize will not be awarded.
Odds of winning depend on the number of eligible entries received.
Automated voting of any kind is not allowed. Detection of said automated voting will lead to votes being voided.
Only one registered account per voter. If multiple accounts are detected for a single voter, they will be disabled and votes disqualified.
WDBR reserves the right to substitute any prize with another prize of equal or greater value.
WDBR reserves the right to restrict the local winners to only persons whose primary residence is within a 60 mile radius of the affiliate's' office.
Employees of WDBR, its respective parent, affiliates, subsidiaries, advertising sponsors and promotional agencies, and the immediate family members of each are not eligible.
Contest entrants agree to abide by the terms of these Official Rules and by the decisions of the contest commissioners, which are final on all matters pertaining to the contest.
Entrants further grant to WDBR the right to use and publish their proper name and state online and in print, or any other media, in connection with the Contest.
WDBR reserves the right to use any and all information related to the Contest, including information on contestants obtained through the contest, for marketing purposes or any other purpose, unless prohibited by law.
The Contest and all of the related pages, contents and code are copyright, UPICKEM, and/or WDBR. Copying or unauthorized use of any copyrighted materials, trademarks or any other intellectual property without the express written consent of its owner is strictly prohibited.
Each winner, by acceptance of the prize, agrees to release all Sponsors, and their parent and subsidiary companies, their officers, directors, employees, agents, shareholders, affiliates, suppliers, distributors, and advertising agencies from all liability, claims, or actions of any kind whatsoever for injuries, damages, or losses to persons and property which may be sustained in connection with the receipt, ownership, or use of the prize.
UPICKEM and WDBR are not responsible for Internet crashes or slowdowns caused by network congestion, viruses, sabotage, satellite failures, phone line failures, electrical outages, natural disasters or acts of man or God.
All results posted are unofficial until winners respond to e-mail notification.
Each winner is responsible for all federal, state and local taxes and will be required to complete an IRS form W-9. Sponsor reserves the right to withhold prizes until completed form W-9 is received.
This contest is not intended for gambling. If it is determined that a contestant is using the contest for gambling purposes they will be disqualified and reported to authorities.
WDBR reserves the right to change the rules at any time.
This contest is officially sponsored by WDBR.
SAGA COMMUNICATIONS, INC. GENERAL CONTEST RULES
1) No purchase is necessary to enter any 103.7 WDBR contest.
2) All contestants must be permanent residents of Illinois and must provide 103.7 WDBR with a valid form of identification and Social Security number satisfactory to 103.7 WDBR management.
3) Subject to rule (4) below, all contestants must be at least 18 years old to be eligible to participate in contests that include hotel/motel accommodations, motor vehicles, boats, and/or air travel as prizes.
4) All contestants must be at least 21 years old to be eligible for all contests affiliated with an alcoholic beverage manufacturer or distributor.
5) Multiple entries per household will be permitted to participate in this contest only. A "household" is defined as any individuals residing at the same address. After winning a contest on 103.7 WDBR, the individual/household is ineligible to win any other contests on 103.7 WDBR for a period of thirty (30) days. All individuals/households receiving a prize valued at $500.00 or more on 103.7 WDBR may be issued a 1099 Federal Income Tax Form by 103.7 WDBR, and are ineligible to win a prize valued at $500.00 or more for a period of one calendar year from the date of winning. If it is determined that a selected contestant is ineligible as a result of one or both of these restrictions, another contestant will be selected. This selection procedure will continue until these restrictions are satisfied.
6) Anytime the 103.7 WDBR on-air studio is called, it is assumed by the caller that the phone call is being recorded and may be broadcast. The caller grants permission to 103.7 WDBR to broadcast the call or record the call for later broadcast.
6a) For telephone contests, listeners may enter by calling 217-789-4487. If any problems are discovered by 103.7 WDBR, different call-in numbers or addresses may be substituted and utilized after those numbers and addresses are broadcast on 103.7 WDBR. In the event a caller is disconnected during a contest before his/her name and phone number is recorded, then the prize will be awarded to the next caller whose name and phone number are recorded. The person operating the telephone at 103.7 WDBR has the final decision as to who is the winning caller.
6b) Due to the nature of our programs that are heard on-line over the internet, contests heard on the radio station’s internet audio stream are slightly delayed from the time the contests are heard on the broadcast station, and will be running behind the broadcast signal. Thus, all contests heard are delayed. This delay can last for as much as 30 seconds or more. This means that when WDBR contests are played that require a specific caller to telephone the radio station (such as “Caller number 10 when you hear the sound effect”), listeners to the on-line audio stream may be at a disadvantage in participating over those listeners who hear the contests on-air.
7) For contests requiring written entry forms, they may be faxed to 217-753-7902, e-mailed to a contest specific address on www.wdbr.com, or mailed/delivered to 103.7 WDBR – 3501 East Sangamon Avenue, Springfield, Illinois 62707. All entries become property of 103.7 WDBR and will not be returned. 103.7 WDBR reserves the right to retain any or all contest materials for any reason that 103.7 WDBR deems necessary to the completion of the contest, or reasons relating to publicity and/or advertising. 103.7 WDBR shall have no responsibility for a contestant’s failure to win or claim any prize based on difficulties with telephone, facsimile, email, or internet difficulties, or any circumstances in any contest.
8) Any specific rules and/or restrictions pertaining to individual contests (entry dates, a limit on number or words on an entry, etc.) will be disclosed in on-air announcements.
9) Prizes must be picked up by the winners at the 103.7 WDBR business office or other pre-arranged or pre-announced location within thirty (30) days of notification to the winner, unless there is a deadline date by which the prizes must be picked up, in which case, that date will be specifically stated. Otherwise, failure to pick up the prizes by the deadline will result in the forfeiture of the prize, which shall remain the property of 103.7 WDBR. 103.7 WDBR assumes no liability for the delivery of prizes.
10) In the event the winner is subject to, or the subject of, any order or legal process issued by any governmental agency having jurisdiction over the affairs of the winner (i.e. garnishment, child support order, judgment, lien, and the like), 103.7 WDBR's delivery of the prize to the official representative of the governmental entity claiming a right to the prize shall be thus deemed as 103.7 WDBR awarding the prize to the winner. 103.7 WDBR shall be entitled to rely in good faith, upon any documents presented by the representative seeking to collect the prize in lieu of the winner. 103.7 WDBR shall not be liable for any claim by any winner for damages incidental thereto.
11) As a condition of entering a contest, contestants must agree that upon winning, they will consent to the use of their child’s and/or their name, photo, likeness, and all verbal and written communications with 103.7 WDBR for publicity purposes.
12) Employees of 103.7 WDBR, Capitol Radio Group, (and its ultimate parent company, Saga Communications, Inc.), their advertising agencies, affiliates, contest sponsors, employees and immediate families of each, and employees of all media of mass communication within a one hundred mile radius of the WDBR main studio are not eligible to win any contest. Immediate family includes the spouse, great-grandparents, grandparents, parents, brothers, sisters, children, grandchildren, and great-grandchildren of the employee and his/her spouse. This also includes individuals for whom the employee is current legal guardian.
13) All prizes are non-transferable and are not redeemable for cash. 103.7 WDBR reserves the right to substitute a prize of similar value. 103.7 WDBR cannot be held responsible for unforeseen cancellations or delays of concerts/events or transportation caused by weather, promoter or performer.
14) Winners are solely responsible for all applicable local, state and federal taxes. Winner may be issued a 1099 MISC federal tax form if in one calendar year the prize value of all prizes won in contests from 103.7 WDBR and/or participating co-sponsors exceeds $600.00.
15) 103.7 WDBR, Capitol Radio Group, assumes no liability for liability, damages, situations, repairs, or incidents arising from any aspect of any prize awarded in any contest. 103.7 WDBR, Capitol Radio Group, all participating co-sponsor companies and their advertising and promotional agencies, affiliates thereof, employees, and immediate families of each absolve themselves and shall be held harmless from any action or liability arising from any contest or prize awarded in any contest. As a condition of entering a contest, participants may be required, upon winning, to sign a release form and affidavit of eligibility to claim their prize. Failure to do so will result in forfeiture of the contestant’s right to claim or receive the prize.
16) The following are specifically related to E-contests and E-Mail Club promotions on www.wdbr.com:
a) All appropriate information in required fields must be filled out or contestants will be disqualified.
b) To be eligible to win a prize, a contestant must reside within the listening area of 103.7 WDBR, as defined within the exclusive discretion of 103.7 WDBR management.
c) Any problems with the internet or email are not 103.7 WDBR's responsibility.
d) Contestants who attempt to register to participate on 103.7 WDBR’s websites may be required to produce a printed copy of proof of registration before being allowed to participate in the contest.
17) All giveaways and contests are void where prohibited by law. All local, state and federal regulations apply. As a licensee of the FCC and a trustee of the public airwaves, 103.7 WDBR reserves the right to interrupt and/or discontinue any contest or promotion (and not award the offered prize) at the discretion of 103.7 WDBR management if world events, the national mood, or public safety so warrant. 103.7 WDBR reserves the right to disqualify any winner if the contest rules have been violated in any way. 103.7 WDBR reserves the right to amend the rules to any contest at any time. All decisions of 103.7 WDBR are final.
18) Although 103.7 WDBR will make reasonable efforts to conduct its contests substantially as announced or advertised, 103.7 WDBR reserves the right in extraordinary situations to change or modify the rules of its contests as exigent circumstances may require. In such cases, 103.7 WDBR will amend the rules for that contest and broadcast the amended rules as promptly as possible. In such case, the contest will be conducted in accordance with the amended rules.
